What is Copilot agent builder? (And when you need Copilot Studio)

What it actually builds

Copilot agent builder is the Create agent button inside Microsoft 365 Copilot. You describe the agent in a sentence, it writes the name, description and instructions for you, and you point it at content you can already open: SharePoint files, your OneDrive, Teams chats, Outlook mail, a few public websites. The agent answers questions about that material. It does not send anything, file anything or update a record somewhere else.

The limits you hit

The counts are fixed: 4 public website addresses (two folders deep, no question marks in the link), 100 SharePoint files, folders or sites, 50 OneDrive files, 5 Teams chats, and 20 files uploaded from your computer. Excel uploads stop at 30 MB while Word and PDF go to 512 MB. The one that surprises people is the Only use specified sources toggle. Microsoft's own documentation says it prioritizes your sources rather than blocking what the model already knows, so the agent can still answer from general knowledge in the same confident tone it uses for your handbook.

When to move to Copilot Studio

Switch when the agent has to do something (raise a ticket, send the reply, run on a schedule) or answer people outside staff. Check licenses before handing it to a team: SharePoint and OneDrive grounding needs an active Microsoft 365 Copilot license at $30 per user per month, and without one the agent still builds fine but fails at runtime with a generic apology instead of a license error anyone can act on. Agents built here also cannot be used in Teams chat. Stay in agent builder while the job is answering questions about documents.
